You will be able to watch the proceedings live even if you don't have a Facebook account - the page is open and accessible to all, as befitting a democracy. Still, if for some reason you simply don't like Facebook, you can watch the screencast itself on Livestream, which will be doing the heavy lifting on the video part (the Livestream video is embedded into the Facebook page).
If you do elect to watch the video on Facebook, you'll be able to comment on the page while it is happening, and take a more direct part in the democratic process (or at least make some noise about it).
